Will adding phosphorus to the Blue River help or hurt the current trout habitat?

We recently came across an article in the Aspen Times explaining that a private ranch owner wants to change the lower Blue River’s ecosystem by adding phosphorus. Anyone who has fished the Blue River knows the struggles created by the algae bloom that was active last summer. Adding more phosphorus to the river could make the algae worse, but has the potential of making it a more hospitable habitat for trout.
